(ON APPROACHES TO ASSESSING THE RISK MANAGEMENT SYSTEM MATURITY IN VERTICALLY INTEGRATED INTERNATIONAL PETROLEUM HOLDING COMPANIES. PART 2. METHODOLOGICAL APPROACH TO ASSESSING THE RISK MANAGEMENT SYSTEMS’ MATURITY IN PETROLEUM COMPANIES)
В первой части статьи1 были представлены результаты проведенного авторами анализа методологических подходов к оценке зрелости систем управления рисками в компаниях различных секторов экономики, разработанных профессиональными ассоциациями, консалтинговыми организациями и экспертными сообществами. Приводились краткий обзор и описание основных элементов таких систем, используемых при оценке зрелости.
Цель второй части статьи – на основе обзорного анализа выделить такой компонентный состав систем управления рисками с описанием их качественного изменения на разных уровнях развития, который мог бы быть предложен как основа для определения зрелости подобных систем в крупных компаниях, в том числе в нефтегазовой отрасли.
Выделенные компоненты, по которым предлагается оценивать уровень зрелости систем управления рисками, позволяют владельцам рисков и риск-координаторам нефтегазовых компаний формировать подходы к самооценке уровня зрелости системы и определять приоритетные направления ее развития, учитывающие ограниченность ресурсов.

The first part of the article2 presented the results of the authors’ analysis of methodological approaches to assessing the risk management systems’ maturity in companies in various sectors of the economy, developed by professional associations, consulting organizations, and expert communities. A brief overview and description of the main elements of such systems used in the assessment of maturity was given.
The purpose of the second part of the article is to identify such a component composition of the risk management systems with a description of their qualitative change at different levels of development, which could be used as a basis for determining the maturity of such systems in large companies, including in the petroleum industry.
The selected components of the assessment of the risk management systems’ maturity allow risk owners and risk coordinators of petroleum companies to form approaches to self-assessment of the system maturity level and determine priority areas for its development, taking into account limited resources.
