(NATURAL GAS VEHICLE FUEL)

(EVALUATION OF THE ECONOMIC COSTS OF AIR POLLUTION BY URBAN TRANSPORT (A CASE STUDY OF SAINT PETERSBURG))

Environmental pollution is a key challenge of the 21st century. According to the World Health Organization, more than 4 million people die each year from air pollution. This problem is urgent in large cities, where ever-increasing energy consumption and increased traffic lead to significant deterioration of air quality. City governments, with their authority to regulate traffic, can have an impact on reducing air emissions. One possible way is to encourage the use of more environmentally friendly alternative fuels, which include methane. The city administrations are able to manage public and municipal transport, as well as to determine the policy with regard to private carriers. Conversion of urban transport (public and municipal) to natural gas requires significant investments, while the effect of these investments is difficult to quantify, because, in addition to direct savings on fuel, there is an indirect impact on the economy of the city. Administrations need accurate information on what effect will be achieved from the increased use of natural gas vehicle. In this regard, the purpose of this article was to develop a quantitative approach for evaluating the reduction of economic costs when converting public and municipal transport to methane. The proposed approach was tested and the corresponding calculations were made on the example of Saint Petersburg. According to the results, the total reduction of economic costs can be about 5.8 billion rubles/year. The results obtained demonstrate that the policy of the city authorities aimed at expanding the use of natural gas vehicle in public and municipal transport can significantly improve life in the megapolis and reduce the economic costs of air pollution.
